Ridge lines take the wind
Clermont is hill country by Florida standards. Houses on the ridges around Lake Minneola and out toward Sugarloaf Mountain sit higher than most of the region and catch more wind. We find more lifted and creased shingles on exposed ridges and hip corners here than in lower neighborhoods sheltered by trees.
On those roofs, the nailing pattern, sealed starter strips along the eaves and rakes, and the way the ridge cap is fastened decide whether shingles stay down in a storm. Once a new Clermont roof passes final, we line up a free wind mitigation inspection to put those features on record for your insurer.
When shingles are lifting across a whole ridge-facing slope, the seal strips have usually let go, and patching will not hold. That is a roof replacement. A few lifted tabs or one cracked pipe boot on a younger roof is a roof repair in the $350 to $1,500 range.
A boom that built 70% of the city in two decades
Most of Clermont is new. Citrus groves on the hills became Greater Hills, Kings Ridge, Summit Greens and Legends, and most of those homes went up with dimensional shingles or concrete tile.
The Census Bureau's 2020 to 2024 estimates count 19,445 housing units in the city. Forty-two percent were built from 2000 to 2009, another 28% in the 2010s and 6% since 2020. Only about 24% predate 2000, and the median build year is 2006. Owners occupy 68% of occupied homes.
That puts most of the city in the same window. The 2000s houses are now 17 to 26 years old, and their first shingle roofs are either already replaced or close. The 2010s houses come next, and their owners are starting to get questions from carriers. Clermont owners call us when an insurer wants an inspection, a roof certification or a new roof before renewal. A free inspection with photos gives you a dated record to send back.
Clermont's storm record in numbers
There is no official weather station on Clermont's ridges, so the closest readings come from Leesburg and Horizon West. In NWS Melbourne's post-storm report on Irma in 2017, Leesburg International Airport topped out at a 60-knot gust, about 69 mph. The WeatherFlow station on Reedy Lake, just east of Clermont across the county line, hit the same 60 knots.
The report's preliminary Lake County numbers: 2,615 homes surveyed, 1,895 affected, 632 with minor damage, 80 with major damage and 7 destroyed, about $33 million in residential damage.
Ian in 2022 was a lighter rain event here. NWS Melbourne's table shows Clermont gauges at 4.37, 5.05 and 6.86 inches, while gauges around Orlando and in Volusia County caught two to three times as much. On a Clermont roof, gusts on exposed slopes and oak limbs coming down are bigger threats than days of rain.
Clermont also sat in the middle of the 2004 season. FEMA's major disaster declarations for Charley, Frances and Jeanne, three storms in six weeks, each included Lake County, and so did the later declarations for Irma, Ian and Milton. A Clermont roof from before 2004 that was never replaced has been through all of them.
Older houses near downtown and Lake Minneola
Not every Clermont home came from the boom. About 13% of the city's housing predates 1980, by the same Census figures, including roughly 2% from before 1940. Much of it is in and around downtown, near the Lake Minneola waterfront.
These houses have their own problems. Plank or thin plywood decking, low-slope porch and carport roofs, and two layers of old shingles are common. A porch too flat for shingles needs a flat roof membrane. Any of them in unincorporated Lake County fall under the county's pre-2002 re-nailing rule. We price decking per sheet, because nobody knows how much is bad until the old roof is off. On an older downtown house, expect some.
City permits at Clermont Building Services
Clermont Building Services handles roofs inside city limits. Contractors register with the city before applying, and applications go in on paper or through the city's online services. The re-roof page asks for Florida Product Approval numbers for the roofing products, and a recorded Notice of Commencement when the job is worth more than $5,000. Roof permits skip plan review and are issued over the counter once the city has a complete application. A finished Re-Roof Affidavit is required before the final inspection.
Lake County's pre-2002 nailing rule
Clermont addresses outside the city line, much of the area south toward US 27 included, are permitted by Lake County. Its re-roof checklist has two points worth knowing. Online residential re-roof permits are issued automatically, unless the property is in a flood zone, which adds review. And on any detached single-family home built before March 1, 2002, the roof sheathing has to be re-nailed during the re-roof.
That rule hits the older parts of the area and many homes along the lakes. At the final, the county wants a notarized affidavit on site and printed photos with a ruler beside the nails, so the inspector can confirm the spacing. We take those photos as the deck is nailed. On city or county jobs, we pull the permit, meet the inspectors and close it out.
Getting through architectural review
Nearly every Clermont subdivision has an HOA with an architectural review step. We prepare the color and material request with you, submit it and wait for written approval.
The 50-minute drive from East Orlando does not hold up a planned replacement. The HOA review and the permit set the start date, so we begin both the day you sign. If your HOA's committee meets monthly, find out when the next meeting is, because missing a deadline can push the job back a month.
Tile, shingles and the age of the roof
Start with the roof's age. A shingle roof that went on with the house in the early 2000s has most likely used up its service life. Our free inspection includes photos of every slope and an estimate of the years left.
Tile homes in the newer communities run on a different clock. Concrete tile can outlast the house, but the underlayment under it wears out first. Our tile roofing page covers how we repair or replace it, and the roof replacement cost page lists current ranges by material.
Renewal letters on a 2000s roof
Florida's 25% roof rule can require a full replacement when a repair takes in more than a quarter of an older roof. Any roof put on to 2007 code standards or newer is exempt. A Clermont house from the early 2000s with its original roof falls squarely under it, so we flag that before any large repair. If your carrier's renewal notice mentions roof age or condition, send it with your inspection request, and the photo report will answer what it lists.
The wind mitigation inspection report we arrange after a replacement documents the deck nailing and roof-to-wall connections insurers ask about. If you live in your Clermont home and it predates 2008, the My Safe Florida Home program may cover part of the cost of hardening work like extra deck fastening and a sealed roof deck.
