City or county: the first question in Winter Garden

Winter Garden has one residential ZIP, 34787, but two permit offices. The City of Winter Garden Building Division at 300 W Plant St permits parcels inside city limits, including downtown, Stoneybrook West, Johns Lake Pointe and the subdivisions south of SR 50. The Horizon West villages to the south, among them Hamlin, Independence and Summerlake, carry Winter Garden addresses. Orange County calls Horizon West the fastest-growing community in unincorporated Orange County, and the county takes its roof permits online through Fast Track.

We check every address against the property record before we file. The two offices use different portals, fee schedules and inspection lines, and filing with the wrong one costs days.

Inside the city

The Building Division runs permits through BS&A Online. As of January 1, 2026, contractors can no longer pull permits at the counter, though owner-builders still can. The city requires a recorded Notice of Commencement for projects over $5,000, which covers nearly every re-roof. Its fee is based on project cost. Work done without a permit can be charged up to three times the normal fee, so an unpermitted roof from a past owner can turn into a bill.

Small repairs under the 2026 exemption rules

Since July 1, 2026, a state law, HB 803 (chapter 2026-63), has required local governments to exempt single-family owners from building permits for work valued under $7,500. Flood hazard areas are left out, and so is electrical, plumbing, structural, mechanical or gas work. Winter Garden's guide to the law reads it narrowly for roofs. The city's exempt list includes minor roof repairs covering under 100 square feet, along with standard gutters. Exempt work still has a step. The owner submits a Single-Family Permit Exemption Application and needs approval before the work starts. State law also bars splitting a large job into small pieces to avoid a permit.

Beyond those small repairs, the guide puts roofing, siding and soffits in the building envelope group that needs a permit regardless of cost. It also names solar panel resets during a re-roof as trade work that needs a permit. Any project on a property in a flood zone needs one, whatever its size. This guide covers city parcels, and Horizon West addresses follow Orange County's process. For a Winter Garden repair, we measure the damaged area and tell you which path applies before we quote. Our roof repair page covers the common fixes, which usually cost $350 to $1,500.

A city of 2000s houses reaching their first re-roof

Winter Garden's housing is young. The city's housing count in the 2020 to 2024 Census estimates is 17,326 homes, with a median build year of 2004. About 65 percent went up in 2000 or later, and 6,806 were built in the 2000 to 2009 decade alone. Only 129 homes predate 1940.

That puts a large share of Winter Garden roofs at the same stage at the same time. A shingle roof installed during the mid-2000s boom is now around 20 years old. Florida insurers can ask for an inspection once a roof turns 15, so owners in Stoneybrook West and Westfield may see that request with a renewal notice. A roof inspection gives you dated photos to send your agent, and it shows whether the roof can ride a few more seasons or needs a replacement plan.

First re-roofs on these homes have their own patterns:

  • Two-story homes. A two-story house needs more staging and safety gear than a ranch with the same roof area, and that shows up in the price.
  • Builder-grade materials. A roof the builder installed around 2005 was built to the code of its day. A re-roof to the 2023 Florida Building Code brings the underlayment and attachment up to current requirements.
  • Concrete tile. On a Winter Garden tile roof, the tile may have years left even when the underlayment beneath it does not, and our tile roofing page explains the options.

Every Assure-U replacement includes a free wind mitigation report, which documents the upgraded roof for your insurer.

Roof age, renewals and the 2000s houses

Winter Garden's 6,806 homes from the 2000s are now about 17 to 26 years old. Original shingles on those houses are past 15 years, the line drawn in section 627.7011 of the Florida Statutes. Under 15, roof age alone is not a lawful reason to decline or drop a policy. Over 15, a carrier that wants the roof replaced must first let the owner get an inspection. If the inspection shows at least five good years left, age alone cannot justify turning the owner down. The roof age guide also covers Citizens' own limit for shingle roofs past 25 years.

A sale adds another form. Citizens asks for a 4-point inspection before writing a new policy on any home past 20 years, which now takes in a house from 2004, the city's median year. The roof page of that form asks for the material, age, condition and last permit date, so a buyer's agent will ask for the permit on any past re-roof. After a replacement, the wind mitigation guide explains where the upgraded nailing and secondary water barrier on a new roof land on the state form.

Downtown and the historic overlay

Two Winter Garden districts joined the National Register of Historic Places on the same day in 1996: the Downtown Historic District and the Historic Residential District. The city added its own Historic Downtown Architectural Overlay in 2010. It covers about 116 acres and 270 properties and sets standards for major improvements to existing buildings. The Architectural Review and Historic Preservation Board, created in 2009, meets the third Tuesday of each month.

If your house is in the overlay, we contact the city's historic district office before ordering materials. We ask whether your re-roof needs a certificate of approval, and we match the roof style the board expects.

Renters, townhomes and repair choices

Of Winter Garden's 15,980 occupied homes, 10,503 are owner-occupied, about 66 percent, and 5,477 are rented. Detached houses account for 11,942 of the 17,326 housing units. Another 1,594 are attached single-family homes, the Census group that covers townhomes. In a townhome building or a rental, the association or the landlord usually approves the roof, not the person living under it, so we confirm who signs before we schedule the inspection.

Build year also sorts the jobs. The 4,512 homes built since 2010 mostly sit under roofs younger than 15 years, and a storm leak on one of them is usually a job for roof leak repair. The 2000s group is where replacement decisions cluster. A roof replacement in architectural shingles costs $12,000 to $22,000 for a one-story house, and the roof cost calculator adjusts that range for your roof's size and material.

The Hermine tornado near Hamlin in 2016

On the evening of September 1, 2016, an outer rainband of Hurricane Hermine produced a brief tornado in the far southern part of Winter Garden. The National Weather Service rated it EF-0, with peak winds of 80 to 85 mph and a maximum width of 150 yards. It touched down between Avalon Road and Hamlin Groves Trail, just south of Porter Road, and ran northeast for 1.2 miles before lifting near New Independence Parkway.

Most of the track crossed a planned community that was still mostly empty, plus the woods beside it. At the north end it reached a neighborhood of new homes, where the survey lists a damaged pool screen and fences. A few homes had soffit, window and air conditioner damage from flying debris. More than 100 trees were damaged, including dozens of pines snapped several feet off the ground.

Debris strikes are easy to miss from the yard. A branch can crack a concrete tile or tear a shingle tab without leaving anything visible from the driveway. After a storm, our storm damage inspection covers each slope and the soffits, and you get the photos.

Weather off Lake Apopka

Lake Apopka sits along the city's north edge. On August 4, 2005, the National Weather Service documented a downburst that came off the lake, damaging lakeshore mobile homes and tearing an awning off a business on SR 50.

A CoCoRaHS gauge 2.3 miles south-southwest of Winter Garden logged 9.44 inches during Irma in 2017. During Ian in 2022, a citizen weather station in Winter Garden logged a peak gust of 35 knots as the storm passed to the east. Long, soaking rain like that is when old underlayment and pipe boots give out. Our roof replacement page covers what a full re-roof includes.

Assure-U, founded in 2004, works out of East Orlando, about 38 minutes from downtown Winter Garden. For a dated photo report on your Winter Garden roof, book a free roof inspection or call (407) 970-9746.

Winter Garden roofing questions

Still have a question? Call (407) 970-9746. A real person answers.

I live in Horizon West with a Winter Garden address. Who permits my roof?

Orange County. Orange County describes Horizon West as unincorporated, and points we checked in Hamlin, Independence and Summerlake fall outside Winter Garden city limits. Those permits go through the county's Fast Track system. Stoneybrook West and the neighborhoods closer to downtown are inside the city and go to the Winter Garden Building Division.

My Winter Garden home was built in 2005. Does it need a new roof?

Not automatically, but it is worth an inspection. Original 2005 shingles have now been through 21 summers, near the top of the usual 15 to 22 year span for shingles in this climate. Under Florida's 2022 roof-age law, insurers can ask for an inspection on a roof that age. Our free photo report shows how much life the roof has left, and you can send it to your agent.

Can I file my own permit in person at Winter Garden City Hall?

Contractors cannot. The city ended walk-in permit service for contractors on January 1, 2026, and contractor applications now go through BS&A Online. Owner-builders can still walk in at 300 W Plant St. We file online and track the inspections through the same portal.

Does a re-roof in historic downtown Winter Garden need board approval?

It may. The city's Historic Downtown Architectural Overlay sets standards for major improvements to about 270 properties, and its Architectural Review and Historic Preservation Board issues certificates of approval. Whether a like-for-like re-roof counts as a major improvement is a question we put to the city's historic district office before ordering materials.

What do Winter Garden homeowners pay for a new roof?

Most single-story Winter Garden homes pay $12,000 to $22,000 for architectural shingles. A two-story home adds staging and safety time, so it often lands toward the upper end or above. Concrete tile runs $28,000 to $50,000 on a comparable home. You get a line-item estimate after the free inspection.

Do Winter Garden HOAs need to approve my roof?

If your neighborhood has an HOA with architectural rules, plan on a review. Your covenants say whether the board controls shingle color, tile profile or both. We assemble the request with spec sheets and samples, and we book the crew after the written approval arrives.

Will a new roof lower my insurance in Winter Garden?

It can. Each replacement we finish comes with a wind mitigation inspection, free, and that report is the form Florida insurers use to apply discounts for roof shape, deck attachment and secondary water barriers. A re-roof to current code can change several answers on that form, but the discount is your insurer's decision.

Does storm weather off Lake Apopka affect Winter Garden roofs?

It can. The National Weather Service documented an August 2005 downburst that came off Lake Apopka into Winter Garden, damaging lakeshore mobile homes and tearing an awning off a business on SR 50. On lakeside homes we check ridge caps and edge shingles closely, since those lift first in a gust.

How long does it take you to get to Winter Garden?

About 38 minutes from our East Orlando office, west on the SR 408 expressway and then SR 50. After a storm we tarp open roofs first. Winter Garden storm calls go to (407) 970‑9746 at any hour.
