A lake town that filled in fast

Hibbard Casselberry of Winnetka, Illinois, came to Winter Park in 1926 and platted a subdivision called Winter Park Ferneries, the start of the name Fern Park. The Town of Casselberry incorporated on October 10, 1940. It paid for its own contract post office in 1957, got a federal one in 1959 and became a city in 1965. Lake Concord and the Triplet Chain of Lakes sit inside its limits.

That history shows on the roofs. The Census Bureau's five-year estimates through 2024 show 14,098 homes in Casselberry with a median build year of 1983. The 1970s added 3,958 of them, more than any other decade, and the 1980s another 3,220. About 43 percent of the housing went up before 1980.

What older Casselberry roofs need

A 1970s block home off Lake Kathryn Circle or in Camelot is usually on its third shingle roof. When we tear off, these are the repairs we plan for:

  1. Board decking. Older Casselberry homes often have plank decking instead of plywood. Gaps and soft boards get replaced or covered with new sheathing so the shingles have a sound base.
  2. Low-slope rooms. A Florida room or enclosed carport added to a 1960s or 1970s house often has a nearly flat roof tied into the main slope. The seam between the two is a frequent leak point.
  3. Shade and debris. Large oaks along the lakes drop leaves into valleys and gutters. Wet debris holds water against the roof, so on a heavily shaded lake lot we clear and inspect the valleys before deciding whether they need new metal.

If water is already coming in, our roof leak repair page explains how we trace it. For the low-slope section, see flat roofing.

Choosing between a repair and a new roof in Casselberry

Casselberry's building came in two big waves, 3,958 homes in the 1970s and 3,220 in the 1980s. Together they hold half the city's housing. On those houses the roof covering is rarely the original, so the real questions are how old the current shingles are and what the deck under them looks like. A leak at one flashing, a missing tab or a cracked pipe boot on a roof with years left is a roof repair, typically $350 to $1,500. When the attic shows stains in several places or the gutters fill with granules, a full roof replacement stops the cycle of paying for one repair after another.

The 1,888 homes from the 1990s are likely on their second roof. A 1990s house still on its first shingles has a roof about 30 years old, well past the usual Central Florida range. The 2,983 homes built since 2000 mostly need targeted fixes after storms. For a ballpark before the inspection, the roof cost calculator takes your roof size and material.

Permits at Triplet Lake Drive

The City of Casselberry runs its Building Division out of City Hall at 95 Triplet Lake Drive. Roof permits are filed and paid in the city's Citizenserve portal, and the city lists the roof permit fee at a flat $300. Plans have to meet the 2023 Florida Building Code, 8th Edition. The city's FAQ says residential review takes at least five to seven business days.

The office keeps a four-day week, Monday through Thursday from 7 a.m. to 6 p.m., and inspections run on the same days. We schedule tear-offs early in the week so the inspector can see the roof before Friday.

Not every Casselberry mailing address is inside the city. Addresses past the city line are permitted by Seminole County, from its offices in Sanford. The county's re-roof process, updated in March 2025, needs an in-progress inspection before more than 35 percent of the finish roofing is on. It also needs a notarized nail-off affidavit and photos by the final. The property record tells us which office applies before anything is filed.

Paperwork and timing at Casselberry City Hall

Casselberry does not ask contractors to register with the city. Each permit application instead carries the contractor's state license, a business tax receipt, and certificates for general liability and workers' compensation that name the City of Casselberry as certificate holder. All permit fees, the $300 roof fee among them, are paid online. A failed inspection has a price too. The city charges $50 for the first reinspection and $100 for each one after that.

The four-day week sets the inspection calendar. A Monday inspection has to be requested by 4 p.m. the Thursday before. If the in-progress inspection on your roof falls on a Monday, we book it before the crew leaves on Thursday. We keep the permit card and product approvals on site for every visit, so a missing document does not turn into a reinspection charge.

Renters, condos and associations

Casselberry has more renters than most of its neighbors. Of 13,519 occupied homes in the latest Census estimate, 5,481 are rented, about 41 percent. For rentals we can schedule the re-roof between tenants or work with the tenant's schedule, and we send the owner photos of every stage. For condo and townhome buildings, we work through the association board and quote building by building.

Casselberry's mix of buildings

The same Census survey shows how varied the housing is. Detached single-family houses account for 6,789 of the 14,098 units, a little under half. Another 1,405 are attached single-family homes, the category that covers townhomes. Buildings of five or more units hold 3,924 homes, and mobile homes add 1,069.

That mix decides who signs the contract. A detached ranch has one owner and one roof. A townhome row often sits under one continuous roof line, and the association usually sets when each building is redone. Apartment and condo buildings go to the landlord or the board. Before we quote, we ask who holds the roof under the deed or the association documents, so the estimate goes to the person who can approve it.

Roof records and Casselberry insurance renewals

Half of Casselberry's homes were built before 1983. Citizens asks for a 4-point inspection when a home over 20 years old applies for a new policy, so plenty of buyers here will need one. The roof section lists the material, how old the roof is, what shape it is in and when it was last permitted. Florida dates a roof from its last full replacement, and for a city parcel that permit turns up in the past-permit search on Citizenserve. A Citizens application accepts a report up to 12 months old, so buyers in Camelot or Queens Mirror should book it near closing. If the roof section fails, our dated estimate gives the buyer and the carrier a concrete next step.

Florida Statute 627.7011 draws a line at 15 years. Under 15, the number of years on the shingles cannot by itself cost you a policy or a renewal. At 15 or older, you can have the roof inspected before the carrier demands a replacement, and an inspector's finding of five or more remaining years means the carrier must look past the roof's age. Our roof age guide covers the details. After a Casselberry re-roof, we arrange a free wind mitigation inspection so your carrier sees the new nailing pattern and the water barrier under the shingles.

The Lake Drive tornado and the hurricanes after it

Just before midnight on May 19, 2009, a brief EF0 tornado touched down in Casselberry near Lake Shore Drive and Lake Drive. The National Weather Service survey put its winds at about 65 mph and its width at 50 yards. It stripped the roofs from a single-family home and a mobile home, carried metal roofing into the trees and left eight more homes with minor damage.

Irma in 2017 was wider. NWS Melbourne's preliminary report listed 162 Seminole County homes with major damage and 24 destroyed. Ian in 2022 dropped 10 to 20 inches of rain across the region and damaged an estimated 1,656 structures in the county, by the National Hurricane Center's count. Our storm damage service covers tarping and photos for your insurer.

Deer Run, and getting to you

Seminole County bought the former Deer Run golf course in December 2021 and is turning it into a passive park, with the old clubhouse becoming a community center.

Our office has been on Scallion Court in East Orlando since 2004, about 25 minutes south. Book a free roof inspection or call (407) 970-9746.

Casselberry roofing questions

Still have a question? Call (407) 970-9746. A real person answers.

How do I know if my Casselberry address is in the city or the county?

Look up the parcel on the Seminole County Property Appraiser site, or let us do it. Some Casselberry mailing addresses, including parts of 32707, are outside city limits, so a nearby street can go to a different office. City parcels are permitted by the Casselberry Building Division at City Hall on Triplet Lake Drive, and the rest by Seminole County in Sanford.

How much is a roof permit in Casselberry?

The Casselberry Building Division lists a $300 roof permit fee, paid online through its Citizenserve system. That fee is included in our written estimate, not added at the end. Unincorporated addresses pay Seminole County's fee schedule instead, which we also include once we know which office applies.

How long does a Casselberry roof permit take?

The city's FAQ says residential permit review takes at least five to seven business days. We submit the application right after you sign so the permit is usually ready by the time materials arrive. The Building Division works Monday through Thursday, 7 a.m. to 6 p.m., so a Friday request waits until Monday.

My house near Lake Kathryn has a flat roof over the back room. Can you fix it?

Yes. Many Casselberry homes from the 1960s and 1970s have a low-slope Florida room or porch tied into the main roof. That tie-in seam is where they usually leak. We repair the seam or re-cover the flat section with modified bitumen or TPO, and we often recommend doing it with the main re-roof so the two roofs join cleanly.

What does a re-roof cost on a Casselberry home?

Architectural shingles on a one-story Casselberry house usually come to $12,000 to $22,000, with tear-off, the permit and disposal in that number. A low-slope section is priced separately at $7 to $13 per square foot. Older homes here sometimes need replacement decking, and the estimate lists a per-sheet price for it before work begins.

Do you re-roof Casselberry condos and townhomes?

Yes, when the association hires us. Condo and townhome roofs are usually the association's responsibility, so the board, not the owner, approves the work and signs the contract. We quote by building, schedule around residents and keep each unit's driveway clear at the end of every day.

Did the 2009 Casselberry tornado damage roofs?

Yes. On May 19, 2009, a brief EF0 tornado touched down near Lake Shore Drive and Lake Drive, with winds the National Weather Service estimated at about 65 mph. It took the roofs off a single-family home and a mobile home, and eight more homes had minor damage. Short-lived tornadoes like that are why we check flashing and ridge caps after any severe storm warning.

Will Seminole County's re-roof process change my timeline?

A little. Seminole County's current process asks for an in-progress inspection before more than 35 percent of the finish roofing is installed, plus a notarized nail-off affidavit and in-progress photos by the final inspection. We plan the tear-off around that inspection so the crew is not waiting on the roof.
