Small repairs and the city permit

Ocoee has been stricter than many of its neighbors about small roof jobs. The city's roof permit requirements, revised in October 2023, say roofing permits are required for replacements and repairs. Since July 1, 2026, the Building Division has also taken exemption applications under Florida's HB 803, which frees some small home projects from permits. The city's notice does not say how that applies to roofing, so we check with the Building Division before a small repair. A crew that patches a leak without a required permit leaves unpermitted work tied to your address, and a buyer's inspector or an insurer can find it later. When a repair on an Ocoee street needs a permit, it is already in our price.

The fee is easy to plan around. The 2025 residential roofing fee sheet lists $50 for a new roof, $50 for a re-roof and $50 for a repair, plus state surcharges. The Building Division sits at 1 N Bluford Ave, and applications go through the city's online Sage portal.

What the city checks before it issues the permit

Ocoee's roofing requirements sheet is one page, and every line on it can stall a file:

  • A signed, notarized application with the correct address and the complete parcel ID number.
  • An active contractor registration with the city, with a current state license, general liability and workers' compensation on file.
  • A limited power of attorney, notarized and specific to the site, when an employee signs for the licensed contractor. An owner acting as their own builder signs a notarized owner-builder affidavit instead.
  • A Notice of Commencement for work valued over $5,000, recorded with the Orange County Comptroller before the first inspection.
  • No plans for a plain re-roof. Structural repairs need digitally signed and sealed plans from a Florida-licensed design professional.

The city also posts a roofing compliance affidavit on its applications and forms page. Its permit chart runs in a loop. The file is submitted, the documents are verified, staff review it, the fee is calculated, and the permit is issued. A rejection sends the file back for corrections, and it starts over at document verification. We pull the parcel number from the Orange County Property Appraiser and send the package complete, so it clears verification on the first pass.

Commercial roofs use a separate line. For anything other than a one- or two-family home, the commercial fee sheet charges $50 plus $5.50 per $1,000 of construction cost. A $60,000 flat roof job would come to $380 before surcharges. Our flat roofing and commercial roofing pages cover TPO and modified bitumen, which run $7 to $13 per square foot.

Ocoee's build years, decade by decade

Ocoee's downtown dates to the 1880s, but most of its houses came much later. The Census Bureau's 2020 to 2024 estimates put 16,492 homes in the city, with a median build year of 2000. Building held steady from one decade to the next:

Built Homes Share
Before 1990 5,082 About 31 percent
1990 to 1999 3,323 About 20 percent
2000 to 2009 3,531 About 21 percent
2010 to 2019 3,880 About 24 percent
2020 or later 676 About 4 percent

Detached houses make up 12,776 of those homes, about 77 percent. The rest include 931 attached single-family homes and 373 mobile homes. Owners live in 11,404 of the 15,588 occupied homes.

The table explains why two houses in the same part of town can need opposite advice.

Before 1990. The older group includes 1,684 homes from the 1970s and 2,428 from the 1980s. Most have had at least two roofs, and some got a second layer nailed over the first. We count layers at the eave during the inspection, since an extra layer adds tear-off hours and dumpster weight.

The 1990s. What matters is the date of the last re-roof. A roof replaced around 2008 is about 18 years old now. Patching a roof that old often means paying for it twice, and once leaks show on more than one slope, a roof replacement is the better plan.

The 2000s. Original roofs here are 17 to 26 years old. The photo report from our inspection shows how much is left.

The 2010s. These roofs mostly need storm fixes, such as lifted shingles or a pipe boot cracked by the sun. Typical roof repair work runs $350 to $1,500, and decking or section repairs run $1,500 to $5,000. The roof cost calculator gives you a range for your own roof before we come out.

Behind the gate in Westyn Bay and Wesmere

Many of Ocoee's gated neighborhoods have signed traffic enforcement agreements with the city. The city posts agreements for Westyn Bay, Wesmere, Windsor Landing, Cross Creek, McCormick Woods and Meadow Ridge, among others. Westyn Bay's agreement describes its roads as private roads the association owns or controls.

A re-roof inside one of these communities adds two steps. The crew, the dumpster and the shingle truck all need gate access. The association's architectural committee also has to approve the color and style. We arrange both and keep the approval letter in your file.

Older houses near Starke Lake

The Town of Ocoee subdivision dates to 1886, and the town became the City of Ocoee in 1925. The city's history credits Capt. Bluford M. Sims with establishing the first citrus nursery in the United States here. On East Oakland Avenue, William Temple Withers built the Withers-Maguire House in 1888. The state's historical marker calls it one of the finest houses in west Orange County.

After residents worked on a downtown plan in 2016, the city put more than $44 million into downtown projects, including the western shore of Starke Lake, the Lakeshore Center expansion and the Bluford Avenue streetscape. The older houses near the lake can hide board decking or low-slope back rooms, and we check the attic for both before we price the job.

Renewal letters and roof records

Insurance questions in Ocoee change from one street to the next. Florida law says an insurer cannot turn down a new policy or a renewal for the sole reason that its roof has fewer than 15 years on it, which covers most 2010s houses. A 1990s or 2000s house with an older roof can get a renewal letter asking for an inspection or a new roof. The roof age guide explains your right to have the roof inspected first.

A permitted repair leaves a dated record with the city. Roof age still counts from the last full replacement, so a repair permit does not reset it. For a home over 20 years old, Citizens wants a 4-point inspection before it writes a new policy, which takes in every Ocoee house built before 2006.

After a re-roof we arrange a wind mitigation inspection at no charge. It records the deck nailing and the secondary water barrier on the state form. The current form, OIR-B1-1802 (Rev. 04/26), took effect April 1, 2026, and added items such as roof slope and design wind speed region. A report stays good for up to five years, so one done right after the re-roof can cover several renewals on a Prairie Lake policy.

Charley, Ian and west Orange County

Hurricane Charley crossed Orange County on August 13, 2004. Orlando International Airport recorded a peak gust of 91 knots before its sensor failed, and the National Weather Service logged a public report of a funnel cloud in Plymouth, in northwest Orange County. Ian in 2022 brought rain more than wind. A gauge one mile north of Ocoee caught 9.03 inches. Rain that heavy finds tired underlayment and dried-out pipe boots, and the ceiling stain can show up days later. Our roof leak repair page covers what to do next.

Our crews leave from the Scallion Court yard in East Orlando, as they have since 2004. For an Ocoee roof, book a free roof inspection or call (407) 970-9746.

Ocoee roofing questions

Still have a question? Call (407) 970-9746. A real person answers.

Do I need a permit to repair my roof in Ocoee?

Usually, yes. Ocoee's roofing requirements sheet says roofing permits are required for replacements and repairs, and the city takes applications online. On a very small repair we confirm with the Building Division whether a permit applies. For city addresses the permit is part of our repair quote, so the work is inspected and on record when you sell or shop for insurance.

What does an Ocoee roof permit cost?

The city's 2025 residential roofing fee sheet sets a flat $50 for a re-roof, a repair or a new roof, plus state surcharges. It does not rise with the size of the job. That fee shows up as its own line in your written estimate.

Does Ocoee require plans or engineering for a re-roof?

Not for a standard re-roof. The city states that no plans are required for a re-roof permit. If structural repairs are needed, Ocoee asks for digitally signed and sealed plans from a Florida-licensed design professional. If the tear-off turns up rotten framing, we stop and talk with you before that work begins.

When does an Ocoee roof job need a Notice of Commencement?

Any time the contract tops $5,000, and nearly every re-roof does. Ocoee wants a certified recorded copy from the Orange County Comptroller before the first inspection. We fill out the notice, you sign it, and we record it and post it at the house.

I live in Westyn Bay. Can your crew get past the gate?

Yes, with some planning. Westyn Bay's roads are private and gated, so we ask you or the association for a gate code or vendor pass before we book the crew. We also ask where the dumpster and the shingle delivery may sit, since some associations limit how long either can stay on the street.

What does a shingle re-roof cost on an Ocoee house?

A one-story Ocoee house with architectural shingles usually falls in the $12,000 to $22,000 range, and that figure already counts the tear-off, the permit and hauling away the old roof. Concrete tile on the same house runs $28,000 to $50,000, and standing seam metal $26,000 to $48,000. A free inspection gives you a line-item number for your own roof.

My Ocoee home was built in the late 1990s. Is it time for a new roof?

Maybe. An original roof on that house is past 25 years, beyond what shingles usually give in Central Florida. If it was replaced around 2010, it may be nearing the end again. Our free inspection looks at granule loss, the seal strips and the decking from the attic, and the photo report shows which case you are in.

Is my Ocoee address inside city limits or in unincorporated Orange County?

A 34761 mailing address does not prove a parcel is inside city limits. Parcels outside the city go to the Orange County Division of Building Safety, which takes roof permits through Fast Track. We check the property record and file with the right office.

How quickly can you reach Ocoee after a storm?
